limited permissions
As our webmaster, Jamon, explained to me; enabling html in posts is a potential vulnerability on our server, allowing any code (even malicious code) to run unfettered. Because of that, any user can create a post, but only the development group can enable full html. It's annoying and inconvenient, and we're open to suggestions on how to allow it without the security risk.
